As we continue
our effort to instill the discipline associated in solid waste management in a
manner that is in accord with the best principles in public health, economics,
engineering, conservation, aesthetics, and other environmental considerations –
the Municipality of Bantayan have set its mandate toward institutionalizing the Basura Hipusa, Kahimsog Pangga-a (BAHKAP) System.
BAHKAP was adopted by the local government unit of Bantayan in
2020. It was introduced as Trash for
Health (T4H) program by Zoological Society of London-Philippines – a
conservation organization in cooperation with the Development Consulting Group,
Inc. (DCGI).
T4H is a multi-stakeholder collaborative program that engages
selected barangays, and other stakeholders to improve community support for the
ecological solid waste management through innovative incentive schemes. Piloted
in eight (8) barangays that resulted to the identification of emerging
opportunities not only to the establishment a stronger partnership and linkages
but also the discovery of skills and talents of Bantayanons in the field of
arts and design. And most of all, the contribution of T4H activities in the
reduction of plastics waste discarded and drifted into the ocean.

OUR STRATEGIES & INTERVENTIONS
1. Introduce the 9 types of garbage currently identified in the mainstream
for the proper segregation, diversion and disposal from the household level.
2. Install mechanism to monitor the type and volume of garbage
segregated, diverted and disposed properly.
3. Conduct knowledge sharing

5. Conduct assessment of ECO store to showcase success stories
6. Identify and capacitate environmental enforcement team
7. Replication of BAHKAP System to all barangays
8. Optimize IEC campaign at the purok level through the conduct of
periodic clean-up to mobilize and increase the participation of all households
in a purok
9. Periodic program review
10. Install awards and recognition through the purok system
11. Install mechanism for the operation, maintenance and management of
the barangay MRF.
12. Conduct a monitoring to determine the level of acceptability of
households in the implementation of waste segregation
13. Strengthen the participation of the 389 Puroks
14. Passage of barangay resolution adopting BAHKAP System
15. Prioritize programs such as mandatory utilization of upscale
products e.g. pavers to be used instead of full concreting to prevent soil waterproofing.
